Raytheon Afghan Air Force (AAF) UAE Site Manager in United Arab Emirates

Function: This position reports directly to the Afghan Air Force (AAF) Program Manager (PM) for the Afghanistan Pilot Training Program. The Site Manager will assist the PM in providing sub-contractor oversight at an aviation training academy located in Al Ain, United Arab Emirates conducting training for Afghanistan National Army Air Force student pilots. Responsibilities include Sub-contractor oversight to ensure contractual obligation are being met, student integration into UAE and training program, and the mentorship and development of up to 29 Afghanistan Air Force (AAF) student pilots. The Site Manager will assist the PM in the development of communications with executive and program leadership regarding program performance, and will assist in budgeting and subcontractor management. This position will provide on-site Raytheon oversight of an established aviation-training academy. Generate project management actions based upon statements of work provided by the customer; prepare program management review material, material and labor budgets, forecasting, and data analysis for the project. Interface with other functional support leads to assist with project management. May be responsible for supervising subordinate personnel day-to-day activities. Must maintain military grooming standards. Required Hours: Work may include nights, holidays, and weekends on short notice. Standard will be to conduct training six (6) days per week for up to twelve (12) hours per day while at OCONUS work site(s) and a standard 40 hour work week while in CONUS. Duties and Responsibilities: Assists in the preparation of budgets and forecast for all contract work Assists in reviewing Bills of Material for work efforts and presents assessment to platform management Directs subcontractors to manage performance of work as well as timely and accurate invoicing of work performed. Performs and/or assists in EVMS analyses for program performance. Assists in the analysis and tracking of project funding requirements Develop relationships with subcontracted aviation academy to support training requirements Assists in the management of the assigned Raytheon mentors / staff. Maintain a record of all accidents, incidents, and damage to property and notify appropriate personnel in a timely manner. Works closely with U.S. Government personnel assigned in oversight of the execution of the program. Participation in and promotion of a team environment Preparation of reports and data analysis for senior program management review Effectively communicate information to management Suggest and implement corrective actions Assist in the review of purchase requisitions, purchase orders, and other documents to ensure material and service requirements are complete Participates in performance review boards Assists in the development of curriculum for additional Aviation instruction to help student progress in all phases of training. Travels to Kabul, Afghanistan and Prague, Czech Republic on occasion as required Generate and execute informative briefs on student training to various Raytheon and government entities. The Site Manager will assist the PM in providing sub-contractor oversight for rotary wing aviation at a training academy located in Al Ain, United Arab Emirates and fixed wing aviation at a training academy located in Fujairah, United Arab Emirates conducting training for Afghanistan National Army Air Force student pilots. Responsibilities include Sub-contractor oversight to ensure contractual obligation are being met, student integration into UAE and training program, management and development of pilot training mentors, and the mentorship and development of up to 75 Afghanistan Air Force (AAF) student pilots. Required Skills: Minimum of 8 years experience in military aviation operations to include 4 years experience in program management or subcontractor management Proficiency with Excel and Microsoft office automation tools Strong mathematical and analytical skills Strong written and verbal communication skills Ability to quickly learn and utilize new business/financial systems Ability to interface on a regular basis with aviation instruction Self-starter with good organizational skills who can work both independently and as a member of a team Experience in import/export compliance Experience in cost estimating and basis-of-estimate generation Reads, writes and speaks English to a level where he or she could provide instruction to a speaker of an other than English language Must be able to obtain and maintain a Common Access Card (CAC) through the National Agency Check with Inquiries (NACI) process. Must have valid US Passport. DESIRED SKILLS: Military or contractor experience in Southwest Asia and European theater. Military and/or Commercial Rated aviator Raytheon Six Sigma qualified Raytheon Program Management level 5 qualification or ability to obtain within 6 months. Previous Aviation Unit Commander in O3 or higher military rank. Required Education: Bachelor's degree from accredited school & eight (8) years of related experience, OR six (6) years related experience with Master's degree.
