The Bechtel Petrofac Joint Venture has been selected to provide Engineering, Procurement and Construction Management services to deliver a 2 M tons per year Alumina Refinery in Abu Dhabi's Khalifa Industrial Zone.


The Pre-Commissioning Lead (Whiteside) is responsible for managing and supervising jobsite pre-commissioning activities in the Whiteside area. The Pre-Commissioning Lead (Whiteside) shall drive project systems completion, through receipt from pre-commissioning at Mechanical Completion, supporting commissioning if required, ultimately delivering Plant systems at Mechanical Acceptance on schedule, and in the correct sequence to support issuance of PSAN (Plant System Acceptance Notice) certificates and subsequent Client system startup and operations.


The Pre-Commissioning Lead (Whiteside) shall be experienced in leading small to medium sized teams (5-25 people), as well as be experienced with Bechtel and industry standard pre-commissioning work practices. The Pre-Commissioning Lead (Whiteside) reports to, and takes strategic direction from the Pre-Commissioning Manager and is responsible to set daily and weekly work priorities in the Whiteside Pre-Commissioning team through direct report Pre-Commissioning Disciplines Engineers, as well as perform advance planning for upcoming work tasks.

The Whiteside Pre-Commissioning team shall perform initial pre-commissioning testing of equipment and systems, to verify satisfactory initial performance, performing Site Acceptance Tests, and prepare systems for commissioning.

The Whiteside Pre-Commissioning team shall directly supervise craft and craft supervision, in the undertaking of pre-commissioning activities. The Pre-Commissioning Lead (Whiteside) owns Whiteside pre-commissioning technical issues and has the responsibility to co­ordinate their resolution, through the Pre-Commissioning Manager. This includes the engagement of specialist discipline engineers required to support and execute pre-commissioning activities under the responsibility of the Pre-Commissioning Lead (Whiteside).


  • Active participation and leadership in the Always Safe program

  • Active participation and leadership in the Quality program. Target zero punch lists to avoid downstream impacts

  • Interface with Team Lead Interface Management and Coordinator for permitting, Work Authorizations, Lockout/Tagout etc. and ensure adequate participation from the required Testing Engineers

  • Direct supervision and oversight of work by Pre-Commissioning Testing Engineers (Whiteside) at Jobsite; ensuring that all pre-commissioning activities are performed on-time (in the right sequence) and to project procedures (quality)

  • Peer communication with Pre-Commissioning Lead (Redside), and discipline leads (Electrical, I&C) to ensure that adequate technical resources are available to support the pre-commissioning team's activities

  • Responsibility to ensure that Whiteside pre-commissioning quantities are updated in TEAMWorks and SetRoute as completed

  • Control and communicate system energization, and the new hazards introduced.

  • Plan and execute all pre-commissioning activities for the Whiteside area, engaging with other pre-commissioning resources such as technical support from the resources of the Pre-Commissioning Manager.

  • Supply Whiteside Testing Engineers to support the pre-commissioning testing of the plant, for systems.

  • Lead the Whiteside pre-commissioning team to drive the overall completions program, as the point of central responsibility for plant systems until they are turned over to commissioning

  • Support the turnover/completions program including coordinating with construction and pre-commissioning counterparts for walk downs and ensuring correct levels of testing engineer participation and quality of inspections

  • Manage contractor craft supervision directly for the execution of pre-commissioning activities.

  • Control budget associated with pre-commissioning activities, including equipment and personnel.

  • Perform all site pre-commissioning activities, as defined in Systems Completions and Turnover Procedure

  • Activity planning for pre-commissioning activities, such as ensuring that correct tools, consumables, and craft are available to support the schedule

  • Ensuring the availability of construction equipment to perform planned activities (such as cranes, manlifts, trucks etc.)

  • Execute per pre-commissioning schedule, ensuring that resources are in the right place at the right time to support commissioning.

  • Ensure that pre-commissioning progress reporting is performed to project and functional requirements and schedule is updated on an ongoing basis

  • Interface with Company, including participation in daily and weekly progress and plan of the day meetings

  • Interface with subcontractors (including EPC subcontractors), to ensure a consistent pre-commissioning execution approach

  • Interface with construction and the pre-commissioning team, resolving issues early that may impact on progress and turnover

  • Schedule vendor support for pre-commissioning activities. Assign testing engineers to directly manage the work of these representatives

  • Ensure compliance with project specifications and procedures, including temporary blinds, and control of temporary modifications

  • Ensure that all generated completions documents are being fed in a timely manner to the turnover department for inclusion into the Completions Module

  • Managing of specialist subcontracts for Whiteside activities, Chemical Cleaning, PSV testing etc.

  • Monitor and ensure effectiveness the system cleanliness program in the Whiteside area, working with the pre-commissioning team.

Example pre-commissioning activities to be executed:

  • Rotating equipment coupled/loaded run

  • Closed loop checks and sequence testing

  • Initial system commissioning/test runs of utility systems. Putting utility distributions into service

  • Mechanical test run

  • Equipment Site Acceptance Tests and Demonstration tests (if applicable)

  • PSV testing

  • Mechanical Completion walk down


  • Bachelor of Science degree in Engineering with more than 10 years or 15 years technical equivalent work experience

  • Experienced in leading small to medium sized teams (5-25 people), as well as be experienced with Bechtel and industry standard construction and pre-commissioning work practices.

  • Has supervised pre-commissioning or commissioning assignments on at least 3-5 project(s).

  • Technical responsibility for organizing, executing, and coordinating of these assignments.

  • Full use and understanding of Bechtel project controls tools for the management of craft hours, budget, and progress reporting/scheduling is required

  • Broad knowledge of industry and regulatory standards and facilities operations criteria pertinent to the activities supervised

  • Good knowledge & experience of Refinery equipment and systems, preferably with the Rio Tinto Alcan system.

  • Good knowledge for completion of pre-commissioning testing of Compressors, Conveyors, Ship Unloaders, Process Pumps and Fans

  • Good knowledge & experience of testing turnover practices.

  • Strong knowledge of process electrical isolation to perform safe tasks.

  • Good knowledge & experience in PTW, STARRT, JHA, LOTO procedures & practices.

  • Good leadership skills & able to supervise craft for testing and commissioning activity.

  • Good computer skills including experience with MS Excel & MS Word.

  • Good knowledge of and prior experience in using Bechtel's SWPPs and STCPs to govern work activities.
