DNV GL Utilities regulation Consultant in Dubai, United Arab Emirates
The role will involve working with mutli-disciplinary teams supporting the region with regulatory and structural change. Utilities and regulators need support with changing their business models and regulations respectively. Changes such as increased penetration of renewables, restructuring of utilities and regional trade drive the need for more support. There will also be a need for capacity building working closely with utilities and regulators.
Develop the solar work in MENA by generating and developing new opportunities develop proposals leading to contracts.
Work with the utilities strategy team to promote and deliver DNV GL’s Advisory Services and work with utility experts worldwide to develop the MENA market.
Support provision of strategic & regulatory advice to customers including:
Drafting regulatory review documents and reports
Assist clients with procurement including contract negotiation and tendering
Understanding of public private procurement models
Economic pricing and regulation models
Utility market and trade models
Market competition and benchmarking efficiency analytics
Other ad-hoc advice
The individual will work closely with global energy teams delivering excellence in the MENA region.
On appointment the candidate must have:
Bachelors (and preferably Master's Degree) in Economics, Business or Engineering
Five to seven years of experience in analyzing, drafting or interpreting electricity regulations and policies in a utility or other regulated environment or in a consulting company
Demonstrated experience in drafting regulatory and policy focused studies and reports
Experience interfacing effectively with internal and external stakeholders, regulators and policy makers across all levels
Excellent consulting skills
Experience in advising on public procurement processes (desirable)
Experience in the Middle East (desirable)
Experience with a recognised management consultancy (advantageous).
