Job Summary

Job Summary

  • To support the project lead for cost planning, cost management and procurement across a portfolio of projects for a single client. You will be part of a large team and be expected to maintain day to day management of a number of QS’s.

  • The specific role required initially is to provide procurement advice and support and technical delivery seconded as part of a larger AECOM team within a major Client organisation in Dubai.

Duties & Responsibilities

  • Ability to advise on procurement routes, contract forms and detailed knowledge of the local market

  • Production of cost estimates at concept, scheme and detailed design stage.

  • Engage with the supply chain to ensure all estimates are reflective of current market prices.

  • Oversee the production of a detailed BOQ for tender.

  • Undertake prequalification process in accordance with client’s specific requirements.

  • Manage the tender process, review and analyse tender returns and prepare a recommendation to the client.

  • Input into value and risk management workshops as required by the client.

  • As primary project cost controller, ensures that the project remains on budget through the design and construction phases.

  • Liaise with the separate contract admin team to ensure a robust handover of pre contract documentation and be available to respond to future queries as needed.

  • Assesses and values progress payments and change requests.

  • Reviews and compares scopes of work, production rates, and cost data.

  • Preparation of earned value reports.

  • Prepares, reviews, and updates cash-flows.

  • Estimates variation orders for Subcontractors/GC Contractors.

  • Reviews and evaluates payment certificates for Subcontractors/GC Contractor.

  • Evaluates and negotiates variations and change orders in liaison with the Contract Administrator, Commercial Manager, Design and Construction Team.

  • Evaluates and negotiates final accounts settlements.

Minimum Requirements

Specific skills required

  • Considerable knowledge of the principles and practices of cost management.

  • Knowledge of the principles of management, organization and administration.

  • Detailed knowledge of procurement practices.

  • Computer literate in all Microsoft applications.

  • Ability to communicate effectively with Clients and other project team members

  • Excellent leadership skills

  • Strong verbal and written communication skills.

  • Excellent time management and prioritization and able to manage pressure and meet deadlines.

Person Specification (Personality Attributes)

  • Build successful working relationships with both internal and external teams

  • Ability to handle multiple tasks and establish priorities for the timely completion of work.

  • High level of professionalism, initiative and creativity.

  • Problem solving/lateral thinking skills.


  • A minimum of 8 -10 years’ relevant experience.

  • Experience in large portfolio projects including residential, hospitality and retail preferable.

  • Strong supply chain links would be an advantage.

  • Communication and formal English language skills are considered essential as the candidate will be required to present on a regular basis to senior client personnel.

Preferred Qualifications


  • Qualified as AAIQS/AFFIL, MRICS or equivalent.
