Job Summary

Resident Engineer (LSF) is responsible to monitor and control construction activities associated with the Landside Support Facility.

Resident Engineer (LSF) is responsible to propose, mentor, manage and appraise staff member within the LSF team. Set tasks and organize responsibilities. Monitor performance and take necessary measures to assure that all team players contribute effectively to the projects overall objective.

Job Duties

  • Be responsible to monitor and control the construction activities associated with the Landside Support Facility.

  • Understand the duties and responsibilities of the Engineer as detailed in the Contract, General Contractors Conditions of Contract, Division 1 and other relevant project documents.

  • Full fill the role of Assistant Engineer as delegated in writing by the Engineer

  • Assist in the development of policies, procedures and flowcharts that will be used to assure that the construction activities proceed in an orderly manner and in accordance with the project contracts, specifications, drawings,

  • Propose, mentor, manage and appraise staff member within the LSF team. Set tasks and organize responsibilities. Monitor performance and take necessary measures to assure that all team players contribute effectively to the projects overall objective.

  • Schedule and organize a suitable meetings strategy. Assure key topics such as progress, submittals, quality, safety, coordination etc. are addressed and a forum is established for Contractor and Consultant to discuss routine issues.

  • Assist Project Controls Department assess impact of changes which occur during the construction of the LSF.

  • Oversee the review of submittals conducted by the Reviewing Consultant and other LSF team members. Direct emphasis onto critical issues as necessary.

  • Arbitrate disputes between the General Contractor, Subcontractors, Design Consultants, and CMA team members. Escalate to the MTC Element Manager if an issue can’t be resolved.

  • Monitor the activities of the CMA and specific LSF QA/QC and HSE staff to assure that the Contractor’s work is in conformance with the contract documents

  • Assign Project Engineers and Inspectors as required to assure adequate coverage and that inspections are being conducted as required and in accordance with agreed Inspection Test Plans.

  • The LSF General Contractor is responsible for his project logistics and for working with the other MTC contractors without impact. Due to the congested nature of the project site it is essential that the LSF team works closely with the other CMA Coordination and Logistic Engineers to assure the smooth flow of materials and manpower. Escalate issues to the MTC Element Manager, when required, to resolve issues.

  • Assist in providing required information in the format and in a timely manner to the CMA’s Project Controls to allow for the preparation of the Monthly Reports and various KPI’s.

  • Preparation of other reports and presentations as required by the MTC Element Manager

  • Provide regular monitoring of the Project Schedule and tracking logs as construction progresses.

  • Identify potential variances which could impact on milestone dates and instigate remedial measures. Meet with MTB Element Manager and General Contractors Directors from time to time as required to discuss necessary specific project issues. Review schedule of work not started or incomplete and recommend adjustments.

  • Monitor the Design Consultants performance to assure procedures are followed for expediting review and approval of shop drawings, answering Requests for Information (RFI’s), other technical submittals.

  • Establish procedures for the handover of work areas between MTC Contractors. Participate in the preparation of punch lists for incomplete or unsatisfactory items and manage the schedule for their completion.

  • Review capabilities of the General Contractors Subcontractors and suppliers and ensure that offsite testing and inspections are performed as necessary to determine suitability.

  • Portray strong Safety awareness and perform regular site inspection to assist the Contractor to maintain a safe working environment.

  • Ensure that environmental mitigation monitoring requirements from Project Environmental Plan are addressed by the Contractor and verified by the Project Environmental Team.

Minimum Requirements

  • A university degree or any other professional qualification recognized by the Professional Engineers Board for registration as a professional engineer under the Professional Engineers Act in Civil Engineering or Structural Engineering discipline.

  • 20+ years of related experience, 10+ years of which are in a supervisory role with a minimum of 2 years supervising multi-discipline engineering.
