Key Accountabilities:

Basic Function

The Commercial Engineer is responsible to manage, support, and supervise all enquiries from client and prepare project bids/quotations/tenders. Evaluating and presenting a summary of the technical requirements and technical characteristics of projects and proposed solutions for the bidding, quoting and tender process. Attend client/potential client meetings to present innovative and technically sound solutions to meet client needs. Offer clients engineering solutions and put together tenders. Focus on securing work and keeping the company on the cutting edge of technology and to ensure Fugro offer clients the best service primarily in the ME but also worldwide.

Roles And Responsibilities

1.Primary Duties and Responsibilities

a)Tendering Responsibilities

  • In conjunction with the Commercial Team (Snr/Tender Coordinators, Commercial Admin Supervisors/Assistants), Business Development, Service Line & Operations Managers, manage all client enquiries, prepare/submit tenders/proposals to clients after approval from the Regional Director (Asset Integrity)/ Commercial Manager, as applicable.

  • Ensure all tender documents, proposals, quotation, bids are in an organized manner as prescribed by company policies & procedures.

  • Maintain accurate cost database information.

  • Maintain knowledge of new techniques /technologies through continuous professional development.

  • Respond to tenders and clarification requests for information in a timely manner.

  • Advise operations/Project Managers and Business/ Service Line Managers on specific aspects that need to be considered on projects, Contracted Terms to look out for in regard to tenders submitted – in the form of a ‘Bid Handover Meeting’.

  • Participation in weekly Commercial Meetings.

  • Cross Service Line support where necessary – multi OpCo tenders.

  • Input and update Avalon with accurate information. Monitor Avalon output to provide meaningful indicators to assist in improved ‘bid win rate’.

  • Assist with information to aid successful pre-qualification process where applicable.

Engineering Responsibilities

  • Review and critique proposed changes to method statements or technical procedures or engineering standards and policies.

  • Oversee the production of method statements and project related technical documentation to ensure that any proposed method statements or technical solutions comply with client’s code of practice, Fugro’s HSEQ policies and procedures and any other relevant guidance or legislation before submission to clients.

  • Oversee the production of clear, straightforward diagrams and visual aids that relate complex technical matters and method statements to project personnel in clear and understandable language based on the skills, experience, language ability and technical expertise of project personnel.

  • In conjunction with the Operations Manager, Project Managers, Project Engineers & Superintendents present project methodologies and hold briefings with project teams to ensure that operations are conducted as per approved technical specifications and method statements and in compliance with client’s code of practice and other guidance and legislation as may be required.

  • Development of equipment for specialized diving work.

  • Special project involved in developing Fugro services.

b)HSE Responsibilities

  • Following instructions that are in line with company policies and guidelines.

  • Learning and executing operational procedures on Health, Safety and Environmental Protection for the job in hand.

  • Using personnel protective clothing and equipment as provided.

  • Reporting any hazardous condition to the immediate supervisor and warning colleagues for their safety or health as necessary.

  • Reporting any accidents, however small and near-misses to the immediate supervisor.

  • Participating in HSE meetings.

  • Participating in HSE promotional activities.

  • Participating in safety drills and carrying out designated functions during such drills.

  • Ensures that technical procedures and method statements comply with the HSEQMS.

  • Ensures HSEQMS is properly implemented, monitored, maintained and controlled.

  • Attends HSEQMS meetings at all levels.

  • To always protect himself, colleague, work sites, equipment and environment.


Qualifications required:

a) 4 Year Engineering Degree & Diving ticket with Engineering back ground.

Skills / experience required to do the job:

a) 5 years relevant experience. b) Computer literate including Auto Cad or similar application. c) English language.

Fugro is seeking a dynamic individual to fulfil the role of Commercial Engineer, in it’s principal Abu Dhabi office.

Fugro Survey (Middle East) Ltd (“FSME”) is the leading offshore survey company in the Middle East region. It is part of the Fugro Group, with over 400 employees based in Abu Dhabi and operates in accordance with International Standards. The working area includes the Gulf, Arabian Sea and Red Sea.

FSME specialises in providing a wide range of marine, earth measurement and investigation services that meet the requirements of a wide Client base, covering various market sectors, which include offshore Oil & Gas, Offshore Construction and Civil development. Fugro continues to develop and deploy the applications of new technology and techniques.

Services include the provision of marine site characterisation, comprising Geophysical (analogue and multi-channel seismic), AUV & Hydrographic Survey, Offshore Geotechnical Soils Investigations, ROV & Diving Inspection, Environmental Studies, Metocean measurements & Construction Support. Other service lines include weather forecasting, established ROV training facilities (running regular external courses) and Engineering and Consultancy divisions. The company also has owned vessel assets, dedicated to the region for the Geophysical, Geotechnical and ROV/Diving services lines.
