POSITION OVERVIEW :
Civil Design Manager will be responsible to manage the design, design oversight, and provide technical support during the design development and construction of the projects. The position will be responsible to manage and coordinate the design development of the projects which will include conceptual, preliminary, and final design for all civil aspects of the project network. This includes the various civil works disciplines, including interfaces with systems, systems assurance, requirement management specialists, and other technical disciplines.
Civil Design Manager will also be required to support in the preparation of technical proposals to potential clients in the Middle East. The candidate most have extensive international experience in managing major civil infrastructure design and construction for mass transit systems.
Civil Design Manager must possess stakeholder coordination skills to manage expectations and expedite approvals. The candidate must be able to work effectively with technical leads to deliver an overall coordinated and integrated project design. Flexibility, relationship building, communication skills and time management are essential to success in this position.
SPECIFIC RESPONSIBILITIES :
Management of design, design oversight and construction technical support of civil disciplines. This includes, earthworks, utilities, roadways, structural, geotechnical, facilities, and interfaces with other disciplines
Manage and coordinate the design development of the projects which may include conceptual, preliminary, and final design for all civil aspects of the network.
Make sure that the coordination between the Civil Works disciplines and mainly between Structures, EM and Architectural is properly addressed
Make sure that Rail system provision has been made for the civil design
Obtain Client approval of all civil works deliverables
Ensure the development of an integrated design in terms of both the civil/structural work and interfaces with systems that will produce a fully functional network while resolving any design incompatibilities.
Manage the implementation of projects related technical surveys which may include topographical surveys, the geotechnical investigations and environmental impact assessments (EIA’s).
Managing and coordinating all activities related to the design and engineering scope of work during tender preparation, participate in tender technical evaluation, and recommendations.
Manage resolution of construction technical issues, quality control design issues, and testing and commissioning interfaces with the civil works.
Assist in selecting, developing and managing technical personnel
Initiate, plan and manage assigned projects to successful completion.
Develop and maintain client relationships.
Participate in developing clear and concise documentation (e.g. project proposals, project plans, Gantt charts, status reports, budgets, requirements and design specifications, training documentation, close out documentation, etc.)
Proactively identify changes in work scope and ensure appropriate planning measures are taken to reassess, renegotiate and amend scope of work responsibilities
Present information clearly, concisely, and accurately
Provide analysis to minimize risk across multiple projects and manage scope, cost and schedules
Schedule and run meetings for ongoing and prospective projects
Communicate directly, openly, honestly and reply quickly to requests
Confront issues openly and quickly, and tactfully communicate sensitive information
Perform other related duties as required for design and construction
Minimum of B.S Civil Engineering required
Master’s Degree in Engineering is desired
Valid Professional Engineer (PE) license required
Minimum 15+ years of hands-on experience in a technical, design and engineering position plus project management experience with a demonstrated track record of successful major project completion.
Over 15 years of experience in major civil engineering infrastructure design and construction management.
Experience with the management of the design of civil works deliverables in large multi – discipline projects, including rapid transit and freight rail, transportation roadways, utility infrastructures, and other civil works/structures projects.
At least 5 years of experience in the Middle East, preferably in the United Arab Emirates. Evidence of work as a Civil Design Manager for a major transit project is required.
Experience in Design-Build and in design-bid-build project contracts
Experience in rail, transportation and infrastructure projects. Arabic speaking is a plus.
Demonstrated track record of successful management of multiple projects.
Ability to work independently, within a team, and with other groups.
Demonstrated initiative to develop innovative approaches and ideas and accepts responsibility.
Technical competent to apply essential skills in performance of job responsibilities, understand technical information, and produce high quality work.
Strategic Focus/Vision to translate vision and strategy into a clear, actionable goals.
Excellent interpersonal skills, team building skills and communication skills are required.
Identify and effectively utilize appropriate resources.
Must be willing and able to travel, some global travel.
